Revelation 20:13 (HCSB) – Then the sea gave up its dead, and Death and Hades gave up their dead; all were judged according to their works.
At the judgment the unborn, babies, young children, the severely mentally handicapped, etc. will not have any works to be judged by. Therefore, they cannot be damned. However, they still need Christ to be made alive again for that judgment (where they will be found innocent).
But for anyone reading this…
You have works which you will be judged according to at the judgment. Therefore, call on Jesus:
Romans 10:13 (HCSB) – For everyone who calls on the name of the Lord will be saved.
